Class III
Electric motor hand / hand-rider truck
29 CFR 1910.178
Only powered (electric) pallet jacks are Class III PITs. Manual hand-pump jacks are exempt from 1910.178.
Manual vs powered pallet jacks — the OSHA distinction
- Manual pallet jack: hand-operated hydraulic pump; no motor. Not covered by 29 CFR 1910.178. General workplace safety (1910 Subpart D) still applies, but there's no OSHA operator certification requirement.
- Electric walk-behind pallet jack: Class III powered industrial truck. Operator training and certification under 29 CFR 1910.178(l) required.
- Rider (stand-on) pallet jack: Class III powered industrial truck. Operator training and certification under 29 CFR 1910.178(l) required.
Hazards specific to powered pallet jacks
- Foot injuries from operating too close to the machine.
- Runaway on ramps if brakes fail or the operator dismounts incorrectly.
- Pedestrian strikes — powered pallet jacks are quiet and low-profile.
- Battery acid exposure during change-outs.
- Pinning against racking or dock plates.

Frequently asked questions
- Do you need forklift certification to use a manual pallet jack?
- No. Manual pallet jacks aren't powered industrial trucks under 29 CFR 1910.178. Basic safe-lifting and workplace-hazard training is still smart, but no operator certificate is required.
- Do you need forklift certification for an electric pallet jack?
- Yes. Electric walk-behind and rider pallet jacks are OSHA Class III powered industrial trucks. Operators must complete formal instruction, practical training, and workplace evaluation.
- Is Class III the same as a forklift certification?
- Class III is a class of powered industrial truck. If you're certified for Class III you can operate electric pallet jacks; you still need training on other classes (like a sit-down counterbalance forklift) before operating them.
